    Series Information

    National School Census which is conducted yearly is designed and implemented by FME Abuja. The NSC was designed to know and authenticate the status of the primary pupils enrolment, number of teachers, facilities etc.

    Abstract

    School data, especially reliable and timely data, is the single most important tool for national educational planning and administration. It is the easiest visible evidence that can be presented to stakeholders to demonstrate that there is progrress in a school. Yet timely, complete and trliable data about education in Nigeria, especially from educational institutions, has been most elusive. The strategy agreed upon long ago was to address the shortfalls in primary and secondary education data first, to be followed by non-formal and tertiary education data. This decision marked the beginning of the annual national school census in 1988.

    Prior to 1988, the annual school census was conducted irregularly with very sparse publications and deviod of key indicators for planning purposes. In fact between 1996 and 1998, collected data could not be processed due to shortfalls in funds allocation. However, upon restoration of democratic governance in 1999 and with the introduction of the UBE and other factors such as Nigeria's international commitments to Education for All and the Millennium Development Goals (MD Gs), the need for more comprehensive data -base indicators, which harmonise with global standards become more pressing.

    Scope

    Notes

    The National School Census had as its primary objectives:

    • To assess the status of facilities and learning materials in schools in Nigeria.
    • To know the enrolment statistics at National, States and LGAs by gender
    • To know the number and status of teachers in Nigeria primary schools by gender.
    • To evaluate the progress made towards achieving MGD goals and EFA goals on Education
    • To provide the bases for future action.

    The topics coverede included:

    • At school level: facilities and learning materials available and number of teachers
    • At teachers level :level of education, age of teachers, areas of specialization
    • At pupis level: age distribution, repeaters, withdrawal and pupil/teacher ratio.

    The questionnaire for the Natioanl School Census were based:
    -on School characteristics,

    • enrolment by age and gender,
      -teachers by qualification and gender,
      -facilities and instructional materials
    Methodology notes

    The mode of data entry include:

    • questionnaire reception
    • data input design sructured using NEMIS application
    • desktop computer were used upto 100 pieces
    • each data entry operator keyed in about 10 questionnaires in a day.
      -the software used for analysis is EMIS apllication.

    All Headteachers of Primary Schools in Nigeria
    Supervision

    Local Government Education Secretaries and Officers of the States Ministries of Education (Planning Research and Statistics Department) worked as supervisors.

    • The Education Secretary of each LGEA was a supervisor of the LGA with the Headteacher acting as enumerators. Each Headteacher for each school completed the questionnaire.
    • The supervisor responsibilities included:
      • distribution of materials including questionnaires.
      • quality controlled the process of data collection at that level.

    The Headteachers were trained on how good record keeping on how to fill the questionnaire for 5 days.
    Teachers were trained on how to maintain good record keeping for 5 days.

    Data editing took place at a number of stages throughout the processing including:

    • Checking at school level entries
    • Coding and editing in the office
    • during data entry electronically
    • structural cheking of the data entry files.
